Disregarding the changes, that looks like the late Tom Arter complete with footing coat in deepest muddy Kent, UK. Famous for the Arter Matchless racing machines and later an Ossa dealership. :D

Rod is very correct! I rebuilt a 76 TY175 a few years ago to original spec, every bearing, crank, down to the last nut and bolt. It became a bit of an obsession to be honest.
