Ok tried everything now, absolutely no movement from any head bolt. Tried brass drift, heat, numerous penetration oils, impact driver, rattle gun.
I’m going to outsource the problem.
Any got any good small engine specialist north side of Brisbane?

I swear by impact Rattle Guns. My 1/2 inch Air Gun has never let me down as a professional Mechanic. Make sure that a heavy duty impact socket attachment is used. Light weight tools do not transfer the impact energy to the offending bolts/ nuts ,erc.

This is fighting me all the way, reminds me of an old girlfriend but meaner.
Time to get the drill out I think.

Perseverance is a good thing here, plenty of penetrene (much better than WD40 for this), hitting on top of nuts with a drift certainly helps, as does heat directed down through the access holes. You can heat with a controlled torch, then add some candlewax into the top of the nuts, then let it cool overnight and try again. I just finished my rebuild, bike was lying behind a shed for 20 something years in the weather before I got it.
